A Few Questions

Alright so here's a few questions I've got in mind that I thought I would ask
1. If I were to start digital art what program(s) should I use? I (Lieutenant) don't use digital art, but if I were to start I would try to use a basic program to draw on (and possibly animate in the future) that would be easy for beginners but nothing bad like mspaint.
2. Should I do requests? This has been in my head for some time and I would like to maybe stay consistent on when I upload. Now for this idea I would only do line art (or is it lineart?) since I don't have that many colors myself. Also if I do this I would try to do requests when I get artist's blo
